During a conversation on the bitcoin-dev mailing list, Luke Dashjr and Billy Tetrud discussed Bitcoin Improvement Proposals (BIPs). Tetrud expressed his opinion that the BIPs seemed unrelated to changing the base layer of Bitcoin, although they were well organized.
