In an email to Imai-san, ZmnSCPxj recommends using a link that has no data size restriction for the download case. The link provided is https://lists.linuxfoundation.org/pipermail/lightning-dev/2019-June/002035.html. For the upload case, it appears that either OG AMP or payment points with scalars and payment decorrelation can be used to send data to the payee by utilizing the summed blinding factor as a form of encryption key. This would happen in response to the ACK in Stuckless.
