Summary:

ZmnSCPxj and Russell O'Connor discussed the `SIGHASH_NOINPUT` spec in the eltoo pdf. ZmnSCPxj noted that the `hashPrevouts` is blanked, which means that `SIGHASH_NOINPUT` has an implicit `SIGHASH_ANYONECANPAY`. Russell O'Connor pointed out the difference in the `hashSequence`, but ZmnSCPxj did not see the point in committing to it. Thus, ZmnSCPxj updated both the paper and BIP, with the latter being more urgent to keep up-to-date. The paper will also be updated soon with found typos.
