In a message to Anthony, Joseph Poon discussed the possibility of using OP_CSV in the long-term. He suggests that nLockTime can be overloaded with values below current unixtime as a filter or counter, providing enough bits of entropy even for billions of transactions in a single channel. As both parties sign the nLockTime value, it can safely be used as an identifier in the Commitment Transaction.
