In a discussion on the Lightning Network mailing list, Benjamin Mord suggested the idea of allowing negative fees to incentivize nodes to unwind in scenarios where it is cheaper than on-chain rebalancing. This idea had previously been discussed by Rusty Russell, who had implemented it in his original implementation but found it to be a strange idea that complicated routing.
