Summary:

A draft blip has been developed for a new type of channel that can be created from a statechain UTXO. The code for this project can be found on GitHub at https://github.com/commerceblock/blip-XXXX/blob/main/blip-XXXX.md. Any comments or suggestions are welcome according to Tom, the developer.
