The linked commit on GitHub by Rusty is a milestone rather than a release, containing test utilities for the HTLC outputs and commitment transaction protocol. The current protocol can be viewed in the lightning.proto file. The next step will be developing a state machine for the protocol to handle disconnects, retransmissions, and other issues when implemented as a real daemon.
