Recovery of Lightning channels without backups

Dave suggested that if Alice recovers from her backup and has the private key necessary to sign messages for it, she can sign a message that gets gossiped across the network asking other nodes to close the channel with node_id 0xa11ce. Dave also proposed that the message should include a signed timestamp or block height to ensure only channels with funding transactions confirmed before that time/height are closed, preventing future replays of the message from closing Alice's later channels opened with the same seed/node_id.
