In an email thread discussing a proposal, Luke Dashjr suggests that only hardforks should go through the hardfork process and softforks through the softfork process. He argues that trying to make a one-size-fits-all process would render de facto accepted BIPs unrecognized because nobody cares to meet the higher requirements.
