The Python PEPs can be referred to from the http://www.python.org/dev/peps/ website to see how they work in action. A proposal for a multi-signature system can be tested using BEP-0002 and there is a competing proposal by Gavin available via gist.github.com. Bobby Groff has a pull request that matches an earlier version of his proposal. He offers to maintain a similar index if people are interested.
