On September 9th, 2011 at 10:02 AM, Gavin Andresen announced that he had tagged the git tree as v0.4.00rc2. Signed builds were available for download on sourceforge at https://sourceforge.net/projects/bitcoin/files/Bitcoin/bitcoin-0.4.0/test/. Jeff Garzik of exMULTI, Inc. also provided his contact information as jgarzik@exmulti.com.
