Tom Harding, a resident of CA, USA has proposed a plan to enhance the ability of bitcoin users to rely on unconfirmed transactions. This proposal can be implemented without the need for any hard or soft fork and is currently not implemented anywhere.The proposal can be viewed on GitHub through the link provided by Tom Harding.
