In an email exchange on October 21, 2013, Jean-Paul Kogelman mentioned that the list came from BIP 1. They were responding to a generic question about using existing processes instead of inventing new ones. Another participant in the conversation suggested that the process be done through IETF. The commenter believed that the IETF process was better than anything that could be devised on their own due to its 40 years of experience and 7000+ RFCs.
