In October 2013, Mike Hearn wrote an email discussing the advantages of using Github as a third-party for Bitcoin development. He suggested that moving the code review process to a server that was controlled with explicit review groups could give the impression that the development process is closed. Hearn questioned if anyone had looked into Fossil as an alternative option.
