During a discussion on bitcoin-dev, Luke Dashjr suggested the addition of a feature that would allow the signing of an additional script not committed to by the witness program. Such a feature could be easily added and would prove extremely useful for several purposes, including OP_CHECKBLOCKATHEIGHT. The proposal can be found on the Bitcoin Improvement Proposals (BIP) page under BIP-0115.
