Idea: More decimal places for lower minimum fee

Summary:

The current minimum fee of 1 satoshi per byte, which is about 0.09 USD per kB, is no longer insignificant and may be preventing everyday payments with virtually no fee without spamming the mempool with free transactions. Therefore, it may be time to introduce more decimal places and make the minimum fee 1 of the new smallest unit. This would allow for affordable everyday payments while also preventing mempool spam.
