Summary:

In a forum post, Russell O'Connor raised a concern about the behavior of NOINPUT in Bitcoin Improvement Proposal (BIP). He suggested that NOINPUT should also zero out the hashSequence to maintain consistency with ANYONECANPAY. The author of the BIP acknowledged the mistake and agreed to amend it accordingly.
