Summary:

In an email dated May 27, 2015, Peter Todd discussed the implementation of a rcltv that doesn't make script depend on the current height. This would work in a similar way as cltv uses the nLockTime. The implementation could be simpler if the goal of maintaining the original nSequence semantics was ignored. Todd is unsure whether there should be two Bitcoin Improvement Proposals (BIPs) for this or just one.
