In an email exchange on May 27, 2015, Tier Nolan asked about a potential change to the 95% rule in regards to activating and implementing new blocks. In response, it was clarified that a minimum of 750 out of the last 1000 blocks are needed to activate the rule, and then at least 95% compliance is required to start rejecting blocks that do not apply it.
