Hardfork to fix difficulty drop algorithm



Summary:

When considering a hard-fork, the easiest approach is to simply lower the difficulty by half to maintain the same minting fee per hash. This poses little risk and if hashing power remains constant, there will only be a brief period of 5 minute blocks until readjustment. A similar effect can be achieved through a soft fork proposal wherein if 900 of the last 1000 blocks are version X or higher, the smooth change rule applies. The adjustment formula for this rule is provided through code.
