In an email exchange, Greg Sanders mentions that in a particular case, the transaction ID (txid) is identical but the witness transaction ID (wtxid) has been altered by adding annex data to reach maximum transaction size. Joost brings up the concern that this behavior may not be incentive compatible. In researching further, Joost finds a closed pull request on GitHub related to this issue and wonders if the desire to not limit the annex can revive the proposal.
