The bitcoin testnet3 network has been generating blocks at a fast rate of at least 6 per minute. Mattia Rossi, a member of the bitcoin-dev mailing list, raised the question regarding this behavior and whether it was normal. However, Jameson Lopp, a bitcoin developer, explained that this is due to a special rule on the testnet.
