The need for larger blocks

On June 27, 2015, Wladimir J. van der Laan discussed plans for minor issues in Bitcoin's mining process, including the long-term resolution of the time-warp issue. He suggested that non-critical and non-controversial changes could be planned and time-locked up to five years in advance, reducing the need for frequent client upgrades.
