In an email dated June 23, 2015, Ross Nicoll discusses the feasibility of 8MB blocks in relation to ramping up storage and bandwidth. He suggests that most blocks will have time to adjust before reaching that size. Nicoll also emphasizes the importance of not outright replacing existing test data. Instead, he suggests adding spam transactions on top of existing ones.
