In an email conversation, Jannis Froese suggested changing the current use of asserts to a definition that is independent of NDEBUG. This suggestion would resolve most concerns about the current use of asserts. He also recommended introducing a second class of debugging asserts that would be exclusively for expensive, redundant checks and would be disabled by NDEBUG. Wladimir agreed with this proposal.
