address collision and undependability

Summary:

During a discussion on #bitcon-dev, it was argued that generating two bitcoin addresses that differ by only one character modulo different checksums would be impractical. This means that if you find an address with a verifiable signature, changing one character of that address would have no known private key and would be undependable.
