The author is questioning whether the "n PUBKEYS m CHECKMULTISIG" transaction type is appropriate. The public key is hashed for convenience purposes, but it would not be necessary if a higher level protocol was in place to verify the identities of the parties involved in the multipay transactions. In that case, the verification process would be automated and typing convenience would no longer be a concern.
