Summary:

In a Bitcoin-dev thread, Tier Nolan questioned the potential consequences of decreasing the maximum transaction size limit. Gavin Andresen replied, stating that adding extra complexity to code is not necessary for an unlikely scenario that would make transactions unspendable. Andresen also stated that transaction size limits are not related to the CVE-2013-2292 issue being addressed in the current Bitcoin Improvement Proposal (BIP).
