Jeff Garzik and Luke Dashjr discussed the validity of ignoring transactions using an address more than once. Although it is valid, few users would appreciate "you ignored my deposit" as a feature. Payment protocol does not fit well for on-going payment streams from Eligius to Coinbase or deposit addresses and situations.
