Unicode ensures that null-terminated strings are functional, although this is only guaranteed in UTF-8 encoding. Other encodings, such as UTF-16, can contain null bytes in their strings. While most languages using pascal-style encoding allow null characters in strings, it is generally advised not to exploit this fact.
