Summary:

Luke Dashjr has developed a draft for a Bitcoin Improvement Proposal (BIP) that provides clarification on the status field for BIPs, expands the list of allowable BIP licenses and adds the ability for public comments. This draft can be found at https://github.com/luke-jr/bips/blob/bip-biprevised/bip-0002.mediawiki. The draft has been updated based on initial feedback, but further reviews are welcome.
