In a message dated February 24, 2014, Tamas Blummer asks if the spam limit of at least 5430 satoshis applies when the script is OP_RETURN. He expresses concern that opening a cheap spam could be possible. A response explains that OP_RETURN outputs are provably unspendable and not included in the UTXO set. The client makes a check and handles TX_NULL_DATA outputs separately. Therefore, they are not considered dust.
