On February 9, 2014, Pieter Wuille shared a proposed document with Luke regarding Rule 3 and 4. The document can be accessed through the link https://gist.github.com/sipa/8907691. Wuille mentioned that Rules 3 and 4 are already enforced. However, Luke inquired about nVersion==3 transactions, asking if they are not considered non-standard as of the moment.
