In this context, the author is updating BIP 0001 and will send a pull when it's ready. Gavin Andresen wrote an email to Wladimir or Gregory, agreeing to replace BIPs on the wiki with links to Github documents. However, he also requested one of them to update BIP 0001 to describe the proper process for creating/editing a BIP because it doesn't mention the Github repo at all right now.
