Lautaro Dragan, Tech Lead for Po.et, a company that uses colored coins to store data on the Bitcoin blockchain with prefix "POET", asked the bitcoin-dev community whether claiming an OP_RETURN prefix requires following the standard Bitcoin Improvement Proposals (BIP) process. He referred to an old version of the OP_RETURN entry on the bitcoin wiki that suggested so but noticed a change in the entry and could not find any existing BIP claiming an OP_RETURN prefix. In response, Peter Todd advised against using a prefix at all for censorship resistance and anonymity reasons.
