In an email conversation between Russell O'Connor and Pieter Wuille on August 17th, 2016, O'Connor asked if it was possible to do something similar to mempool eviction with replace by fee (RBF) and whether there were any limitations on that. Wuille responded stating that both BIP125 and mempool eviction require the replacing transaction to have a higher fee to compensate for the cost of relaying the replaced transaction(s).
