On August 27th, 2015, Prabhat Kumar Singh proposed to create an AML-KYC module to control the Bitcoin network and qualify use cases in an OFAC compliant manner. Singh sent a message to the bitcoin-dev mailing list with an attached document requesting feedback and suggestions. The email generated no response other than a simple "No" reply from an unknown sender. The email thread ended there. As per the signature, Prabhat Kumar Singh is associated with ABIS, which is a protocol concept to enable decentralization and expansion of a giving economy, and a new social good.
