Summary:

On August 24, 2015, Peter Todd wrote in response to a message from Matt Corallo via bitcoin-dev. The message discussed BIP 111 and included a link to the pull request with proposed changes at https://github.com/bitcoin/bips/pull/183. Corallo's message stated that the proposal was not against spec and that NODE_BLOOM is distinct from NODE_NETWORK, meaning it is legal to advertise NODE_BLOOM but not NODE_NETWORK.
