In a message sent on August 24, 2015, Matt Corallo suggested that it would be useful to state that advertising NODE_BLOOM is legal, while NODE_NETWORK is not. He explained that this statement would serve as a way of acknowledging the potential usefulness of NODE_BLOOM in the future. Wladimir agreed with this suggestion and stated that it made sense to not explicitly exclude it.
