The NODE_BLOOM feature is separate from NODE_NETWORK. It is acceptable to advertise NODE_BLOOM without NODE_NETWORK, which could be useful for nodes that are running in pruned mode but still provide filtered access to their data. However, it is unclear if this feature would be useful without a way to signal which blocks pruned nodes possess. The speculation on this matter is best left to a future BIP.
