CLTV/CSV/etc. deployment considerations due to XT/Not-BitcoinXT miners

Summary:

In an email exchange on August 19, 2015, Jorge Timón and other developers were discussing the use of version=4 for "cltv and friends" in Bitcoin. The issue at hand was whether or not this would be a problem considering the XT/nonXT issue. Jorge suggested using a bitmasking method to get rid of the auxpow version bits before making standard integer comparisons to deploy BIP66 using IsSuperMajority(). This approach was also used in Jorge's own project which uses auxpow.
