The message suggests ways to spam the 8mb blocks with 1 Satoshi outputs to brainwallet "BitcoinXT". One way is to use coinbase outputs of XT blocks to create those outputs, as they can't by definition be on the Bitcoin chain. Another way is to use coinbase outputs of Bitcoin blocks to create "definitely Bitcoin-only" outputs, and then spend the inputs to those transactions again on the XT chain. The author of the message, Cameron Garnham, shared his favorite method for spamming in the message sent via bitcoin-dev mailing list on August 16, 2015.
