In an email conversation between Amir Taaki and Jeff Garzik on August 16, 2012, Taaki inquired about the format for "mempool" packet. Garzik confirmed that it is indeed an empty message and noted that the BIP had been updated. Garzik's email signature also included his position at exMULTI, Inc.
