Christopher Gilliard via bitcoin-dev has created a BIP that defines a decentralized naming protocol. The BIP maps names to onion addresses instead of IPs and is integrated into the other systems that Gilliard proposed. Gilliard's BIP can be found on GitHub, where he invites feedback, questions, or comments. One respondent to the mailing list noted that the protocol was similar to Namecoin but without the alt. Gilliard did not respond to this comment.
