Peter Todd, a cryptocurrency expert, discussed the use of full replace-by-fee (RBF) by miners in an email on April 11, 2018. RBF is used to replace an unconfirmed transaction with a new one that includes a higher fee. Todd mentioned that a significant minority of miners appear to be using this method. However, he was not sure if final transactions with a sequence of 0xffffffff could be replaced using RBF.
