Summary:

On April 1, 2017, Jorge Timón emailed the bitcoin development mailing list to clarify that SegWit, which separates out signature data, only replaces the 1 MB limit with a weight limit of 4 MB for the contents of transaction scripts. This means that there are now two size limits to consider, and even with SegWit and MAST for large complex scripts, there will still be a low limit to the total number of possible transactions per block. Not all transactions will receive the same space savings.
