Pieter Wuille suggested that softforks do not necessarily have to be bound to Bitcoin Core major releases, as they almost certainly require backports to older releases and other software anyway. He also mentioned that if the code changes for absolute CLTV are small, they can easily be ported to any Bitcoin Core version. Pieter asked what is the oldest version that needs backports.
