Mark Friedenbach mentioned in an email that there is a reasonable pathway to doing everything in-protocol, so there is no need to introduce external dependencies. Pieter implemented headers first which easily saturates residential broadband, produces less load hot-spotting, and copes with unreliable peers. It has been slowly making its way into Bitcoin core. The link to the GitHub repository for the headers first implementation is provided as evidence.
