In April 2014, Gregory Maxwell and Pieter Wuille had a conversation regarding the submission of BIP 42. Wuille expressed concerns over the competition and offered that a large bribe may be required. However, despite this concern, Wuille assigned BIP 42 for the proposal. The submission was made through PR #42 on the Bitcoin Github repository.
